To start I'd like to say that I like this piece over all. Though there are flaws, as there are in everything ever created by anyone, they can easily be over looked when looking at this picture.
Your technique for shading is very nice; you don't over shade and make the piece look off, nor do you under shade to make it look flat. You choice of clothing is original and, for the Naruto world, wearable. (I've seen some micro-minis on Kunnoichi that obviously wouldn't work out in a fight.)
The few things that could use changing are the head and the lower body. In regarding the head, the way the hair is drawn looks as if the head has an odd shape, though that could simply be the hair. With the lower body it seems that her legs aren't long enough.
Those were really the only things I found critique-able so I'll leave you with that information.
